Dear Sirs

The three law firms that you gave me details of as possibilities for seeking legal advice and representation in the following matter at the Court of Appeal did not respond to me, so I am still without representation. Vince Maple, the Leader of Medway Council has also not responded to my concerns on employment at Electoral Services Medway Council so that there is something very fishy going on: ToVinceMaple(LeaderMedwayCouncil(APOLOGY TO MEDWAY COUNCIL ELECTORAL SERVICES)4Aug2023.docx, and he may be required to give evidence consequently when the matter is heard in Court.

I need a lawyer, possibly a barrister, to assist me in attending the Hearing that is yet to be announced, if at all. Perhaps I have gone about it in the wrong way being a novice in legal matters and do not know the procedures or mechanisms.

Can you search your data records and point me in the right direction to find a suitable lawyer?

Yours sincerely

For due action by Master Bancroft-Rimmer

Your Honour

My lawyers Olives Solicitors have been usurped and manipulated by agents of the State unknown acting from behind the scenes to draw them into a criminal conspiracy against me as evident from the fact that no reply was received to the communication linked here: CONSULTATION ON CA-2023-000750 (COURT OF APPEAL) (knowledgeassessmentanddissemination.com) https://www.knowledgeassessmentanddissemination.com/post/consultation-on-ca-2023-000750-court-of-appeal

An attempt by me to have the dispute resolved through Professional Standards Department of Kent Police and the independent Office for Police Conduct also met with dead silence, as linked here: Complaint Resolution (knowledgeassessmentanddissemination.com) https://www.knowledgeassessmentanddissemination.com/post/complaint-resolution

Your Honour, I had circulated your decision endorsing the direction of jurisdiction lawyer Levey at the Court of Appeal widely but no State authority was willing to reply; see link here: Fw: Failure Notice: reported to the Attorney General (knowledgeassessmentanddissemination.com) https://www.knowledgeassessmentanddissemination.com/post/fw-failure-notice-reported-to-the-attorney-general.

This brings me to the email that you sent me yesterday as attached here: FrCivilAppealsRegistry(CourtofAppeal)8Aug2023.docx in which your Honour seemed to agree that if the results of the proceedings that I have litigated on and in turn being arrested for as a suspect in alleged malicious communications and stalking offences were not to my satisfaction as just, you would list a Hearing at the Court of Appeal of all significant parties to the dispute.

I plead with you that this Hearing must be held without delay as a matter of priority as no other Court can consider the matters that have been raised.

Please acknowledge this email for legal purposes.

Yours sincerely

Dr Shantanu Panigrahi

Dear Cllr Vince Maple

My wife and I had been employed by Medway Council since 2005 to assist as Count Officers in general elections, local elections and parish elections, Police and Crime Commissioner elections whenever these took place.

Unfortunately, my association in this regard was terminated by Jane Ringham two years ago as she misunderstood my emailed communications to the Council and her in particular and considered me to be in some way disrupting the work of the Council.

I am not a member of any particular bonafide political party at the national level but do have a budding knowledge and dissemination oriented group of which I am the single member that I call The Conservative Libertarian Party of the United Kingdom. It is not registered with the Election Commission and will never be in my life time. I am 66 years of age.

I used to be a supporter of Labour Party under Sir Tony Blair, then I investigated the Liberal Democrats, UKIP ad the Conservative Party by becoming member of these political organisations, but now I do not wish to be a member of any bonafide political party. I wondered whether these associations with politics had anything to do with Jane Ringham terminating my employment at elections for Medway Council or what. I am just an investigative journalist reporting on everyting from politics, humanities and the environment. So I am very puzzled and disappointed.

I have always valued my work for Medway Council in the elections and we have lived here since 1991. I used to issue postal votes as well as work all night with my wife on the day of the election. Now my wife cannot work as we used to work as a team on the same table and she is reluctant to go out at night all by herself when she is now offered a role as Count Officer.

I dearly wish my employment in the Electoral Services of Medway Council to be restored, and in this regard if I have sent emailed communications to Jane Ringham that were seen as having been inappropriate conduct my myself, I sincerely apologise for what I did.

This is why I am writing to you well ahead of the next general election so that Jane Ringham could put me and my wife back on the list of those the Council needs and rely on to assist in elections.

Would you be so kind as to speak to Jane Ringham on my behalf and see if this representation through you as Leader of Medway Council is going to be duly considered?

I look forward to your response.

Yours sincerely

Dear Dr Panigrahi

Your email has been referred to Master Bancroft-Rimmer who has given the following direction.

I refer to your emails of 18 July, 22 July and 26 July. The jurisdiction directions given on 18 July 2023 stand. The Court of Appeal does not have jurisdiction in relation to the orders that you seek to appeal.”

Your Honour

Thank you for your email.

I need more time to consider the proceedings under are that Court of Appeals above reference number than the 7 days that you have permitted because of the complexities inherent in the fact that the civil proceedings are highly dynamic in nature in the 10 November 2023 2 pm Trial Hearing at North Kent Magistrates Court, and that a Judicial Review proceedings is in place right now at the High Court under Case No/1620/2002.

Furthermore, Kent Police is currently considering whether to charge me with offences for allegedly Stalking, and sending malicious communications so the outcome of its consideration in terms of the several millions of pounds that I have demanded with an apology would have to be known before CA-2003-000750 is closed by the Court of Appeal notwithstanding the concerns stated by the jurisdiction lawyer Levey.

If these proceedings do not progress matters to a just resolution by 10 November 2023, the Court of Appeal will have jurisdiction to list a Hearing.

If the Court of Appeal disagrees, please let me know as soon as possible.

Thank you.

Yours sincerely

Dear Sir/Madam,

Your papers were referred to theY Jurisdiction Lawyer Levey of the Court of Appeal who has asked me to inform you of the following:

I refer to the appellant’s notice filed by the applicant seeking permission to appeal various orders, including those of HHJ Parfitt and DJ Lightman. The date given in section 2 of the appellant’s notice is 15 April 2023.

No order dated 15 April 2023 has been provided. However, the following orders have been filed:

The order of HHJ Parfitt of 19 January 2021 - The Court of Appeal has no jurisdiction to entertain an appeal against a Circuit Judge sitting in the County Court (see article 5 of the Access to Justice Act 1999 (Destination of Appeals) Order 2016). An appeal lies instead to a High Court Judge. Furthermore, there is no right of appeal against a refusal of permission to appeal (see section 54(4) of the Access to Justice Act 1999).

The order of DJ Lightman dated 21 June 2021 - The Court of Appeal has no jurisdiction to entertain an appeal from a decision of a District Judge. An appeal lies instead to a Circuit Judge, sitting in the County Court, pursuant to article 5(3) of the Access to Justice Act 1999 (Destination of Appeals) Order 2016.

Accordingly, this Court has no jurisdiction in respect to the orders filed.

Unless the applicant files an order in respect to which this Court does have jurisdiction within 7 days, this matter will be closed.

Kind Regards,

Mr Keith De Bordes

Update:

At 10.51 am the Mobile Phone rang from a Spam caller dialling from 0800 090 3051.

My thoughts are that the State has acknowledged that this is the end of the saga. No harm done.

Truth accommodated, nonchalantly, spontaneously and unpremeditatedly on free flow of activities that all is now well as it has ended well.

I will certainly terminate the saga here for the matter is acknowledged as being in the Court of Appeal under CA-2023-000750 by this Spam call.
